Our commitment to civil rights must translate into real-life action. As an Assemblymember, I will work to combat all forms of discrimination, including antisemitism, Islamaphobia, racism, xenophobia, misogyny, and prejudice against the LGBTQ+ community. I will also continue to protect the rights of immigrants and refugees, oppose the dehumanizing tactics of ICE, and organize against the harmful impacts of federal anti-immigration policies.I am absolutely committed to combating the rising tide of hatred and prejudice across our district and state. New York must be a safe, welcoming place for all communities, and that means taking a zero-tolerance stance against all forms of bigotry. I will be an unwavering opponent of antisemitism and Islamophobia, which threaten our communities.We need comprehensive voting rights reform to ensure that every eligible citizen can easily cast a ballot. I will also advocate for expanding access to justice by securing increased funding for legal aid services, ensuring that low-income New Yorkers have a meaningful Right to Counsel in civil matters beyond just eviction.My commitment to civil rights is at the center of every policy decision I make – from ensuring fair and dignified housing to demanding equitable funding for our public schools. I will relentlessly push for a New York that is truly inclusive, where justice prevails, and where every community can thrive without fear of discrimination or hate.

I will defend immigrants, LGBTQ+ New Yorkers, disabled residents and other minority communities as they face threats from President Trump.&nbsp;

Civil Rights

As an activist and an organizer, I’ve delivered real wins for our students.&nbsp;I am a proud co-founder of the Literacy Academy Collective, which has opened the first two free, district public schools in New York City for students with dyslexia. To put this in perspective, there are only four public schools that serve dyslexic students nationwide. This monumental effort brings evidence-based literacy intervention to the public school students who need it most. I also successfully pushed for the opening of the 75 Morton middle and District 75 school in Greenwich Village.My top legislative priority is equitable funding for all students. I will fight to make sure we deliver education dollars where student need is greatest. To accomplish this, I support reforming NYS’s Foundation Aid formula to reflect today’s real costs and provide more funding to districts that serve high needs students, like NYC Public Schools.This commitment includes reforming the formula to update weights for English Language Learners (ELLs), students with disabilities, students in temporary housing, and those in the foster care system. The current funding gap is at a crisis level and disproportionately impacts these groups.As an advocate for students with disabilities, I know that policy is only as good as its implementation. I will use the power of state funding—which covers 36% of the NYCPS budget—to support a shift to science-backed curricula, teacher training, and ongoing professional development. I support continued funding of the Path Forward to ensure that higher education programs and licensing explicitly include structured literacy instruction and knowledge. I also support increased state investment to recruit, certify, and retain bilingual educators and support staff to improve outcomes for our multilingual learners.All New Yorkers deserve access to have a high quality and affordable education. This means supporting policy changes like allowing older, late-arriving newcomers to attend high school for a minimum of four years and allowing those with interrupted formal education to remain in school until age 23. Additionally, because the state funds a significant portion of SUNY (40%) and CUNY (60%), I will leverage our influence in Albany to support these vital institutions and ensure New York's public higher education system continues to provide high quality, cost-effective programs for our community.

I will fight to strengthen our public schools by expanding opportunity, accessibility, and support for every student—especially those with disabilities and those growing up in poverty. I will also work to ensure that LGBTQ+ students and students of every race, religion, and background have equal access to a safe, welcoming, and high-quality public education. And I know how important this work is because I’ve been doing it in our community for more than a decade.&nbsp;

Education

I will fight to strengthen climate resilience, meet our emissions standards and ensure environmental policy works for New Yorkers in ways they can see and feel in their daily lives. In Lower Manhattan, climate change is immediate: coastal flooding, extreme rainfall, aging sewer infrastructure, dangerous heat, and declining air quality all pose real and growing risks. We must take a whole-of-government approach to the climate emergency. I will cosponsor the NY HEAT Act and demand full implementation of the Climate Leadership and Community Protection Act, including its requirement that at least 35 percent of climate investment benefits disadvantaged communities. But implementation must be disciplined and equitable. I will push for policies that reduce emissions while lowering utility burdens through targeted retrofits, electrification support, and affordability protections. I also support reforms to our gas system that prioritize long-term cost savings and a fair and affordable transition for tenants and small property owners. I will make major climate resilience infrastructure before the next disaster a top priority. That means accelerating coastal protections, stormwater and sewer upgrades, and flood-proofing for public housing, schools, small businesses, and critical facilities. Our district sits at the center of Lower Manhattan’s long-term resiliency strategy, but too many projects remain underfunded or delayed. I will fight to ensure the state is a full funding partner and that new development meets enforceable resilience standards to reduce our district’s vulnerability. I will address extreme heat as a public health emergency. Heat kills more New Yorkers each year than any other weather-related hazard. I support expanding access to cooling, weatherization, tree canopy, and building retrofits, with a focus on seniors, people with disabilities, and low-income tenants in older buildings. Climate policy must start with protecting our most vulnerable residents in their homes, reducing both risk and energy costs. I will enforce environmental justice laws. I support stronger action against illegal dumping, chronic pollution, and environmental health hazards, along with expanded monitoring and accountability. I will work to ensure transparency about issues including air quality, recognizing the harms caused through a lack of such transparency in our history, such as after the 9/11 attacks. We must invest in parks, open space, and air quality improvements in underserved areas to address long-standing disparities. Finally, I will hold corporations accountable for waste through policies like extended producer responsibility and modernization of recycling systems. Environmental policy should reduce costs, improve health, and make our neighborhoods cleaner and more resilient—and I will fight to ensure Albany delivers those outcomes.

The climate emergency is here. Our city is flooding, people are dying from extreme weather events and we’re not meeting our emissions targets. I will fight for climate justice, coastal resilience and the future of our planet as we take on the most immediate challenge of our lives.

Environment

I have a deep and proven commitment to making our transportation system safer, more accessible, and more equitable. My experience as the Chair of the Traffic and Transportation Committee on Manhattan Community Board 2 gives me the detailed knowledge to deliver real results in Albany. I have already led the community’s input on critical local projects, including drafting detailed recommendations to significantly improve the redesigns of Canal Street and West Street/9A. My focus is on leveraging the power of state legislation to support both mass transit and safe streets for all users in our district.A top priority is increasing street safety, especially for the most vulnerable in our community: older adults, people with disabilities, and children traveling to and from school. I support granting New York City broader authority for automated enforcement, which includes cameras for speeding, blocked crosswalks, and blocked bus/bike lanes, provided it is paired with strong legal, equity, and privacy protections. I believe this is a crucial step to move away from uneven manual enforcement and ensure systematic traffic law compliance. Furthermore, I will continue to advocate at the city level to expand the West Village Neighborhood Slow Zone and leverage the designation of Hudson Square, SoHo, and Tribeca as Senior Pedestrian Zones to prioritize funding for street safety improvements like extended crossing times, curb extensions, and traffic calming devices.I support regulating the huge and growing last-mile delivery industry with legislation that closes the loophole in the modern gig and logistics economy. New York should not build its delivery economy around low accountability, unsafe streets, and poverty-wage labor.Locally, I will advocate for pedestrian safety, protected bike lanes, traffic calming, safer intersections, transit access, funding for increased transit accessibility and reclaiming public space for people.We need better connected cycling infrastructure, including east-west connections along Houston Street and Canal Street, from Hudson River Park to the East River. We need more dedicated bus lanes, including on 6th Avenue, more frequent east/west bus service along Houston Street to get residents to and from Pier 40 and Hudson River Park and the addition of bus service from Battery Park City to Chelsea Piers along West Street. Our street redesigns must prioritize pedestrian safety and include design solutions for micromobility, accessibility and sustainability.On our cobblestone streets, I support the installation of granite strip bicycle lanes and fixing Belgium blocks on streets like Morton Street and Clarkson Street to reduce sidewalk riding and improve overall safety. I also support the phasing out of Class 3 e-bikes and tighter statewide controls for e-motos/mopeds.Finally, I am a strong supporter of Congestion Pricing, but I will be a relentless fighter to ensure its implementation is fair and its revenue is properly invested. I will actively oppose any changes that would suspend the program once operating, create broad geographic or class-based exemptions, divert revenues away from transit, or turn the fee into a flat, regressive toll. Crucially, I support automatic discounts or waivers for low-income New Yorkers who already qualify for programs like Fair Fares or SNAP, and full exemptions for people with disabilities to ensure their access to healthcare. All revenue generated must be required to fund immediate, visible improvements in low-income neighborhoods, such as faster buses, more frequent service, and ADA upgrades.

Constituent Services

Build Housing. I will fight for both affordability and availability by tackling our housing supply crisis head-on. I will support new housing, prioritize 100% affordable housing on government-owned land and focus on building coalitions statewide.I support the following statewide zoning reforms to increase housing production and permit:<ol><li>Transit-oriented development near rail and bus hubs – with minimum density or unit count, mid-rise apartments and mixed-use as of right within ½ mile of transit stations.</li><li>Multifamily housing statewide permitting to include duplexes, triplexes and 4-6 unit multi-family buildings statewide.</li><li>Additional density bonuses for affordable housing coupled with state funding.&nbsp;</li><li>Basement apartments combined with safety upgrades.</li><li>Accessory Dwelling Units combined with funds for sewer and stormwater infrastructure that will address flooding from increased lot coverage and storm surge flooding.</li></ol>I have a strong track record of success on housing during my 14 years on Manhattan Community Board 2, including as Chair. My community wins include achieving 100% affordable housing at 388 Hudson Street. I supported the "win-win solution" that saved Elizabeth Street Garden while supporting the construction of over 620 affordable units nearby.In addition, I want to expand and develop statewide programs to:<ol><li>Stop Displacement. Our neighbors deserve better. In Albany, I will support a comprehensive set of anti-displacement tools, defend our most vulnerable residents and keep people in their homes. Key priorities include expanding and improving the Senior Citizen Rent Increase Exemption (SCRIE) and Disability Rent Increase Exemption (DRIE) with annual inflation indexes and auto-enrollment. Furthermore, I will advocate for a Statewide Right to Counsel, expanding the Housing Access Voucher Program (HAVP) pilot, strengthening Good Cause Eviction protections to ensure predictable rents and passing Net Loss Provision legislation that would require replacement of rent-stabilized units demolished, converted, or lost through redevelopment.</li><li>Fund Social Housing. In the 1950s, the Mitchell-Lama program created over 130,000 units of social housing in New York City, plus many more across New York State. However, as 35,000 units have been privatized, and demand for housing has only grown in New York City, we must renew our commitment to social housing. In the Assembly, I will fight to expand permanently affordable, resident-controlled housing, and increase oversight in existing buildings.&nbsp;</li><li>Create and fund a dedicated Deeply Affordable Housing Program in New York State. New Yorkers are experiencing a&nbsp;crisis of deep affordability, where over half of all rent-burdened households earn under 30% Area Median Income (AMI). This program would commit at least 25-40% of units in funded projects to households below 30% AMI for 50-99 years, with funding potentially coming from increases to high-end real estate transfer taxes, a portion of cannabis tax revenue, and Deeply Affordable Housing Bonds.</li></ol>

We are in the midst of a housing crisis. Prices are skyrocketing, demand continues to grow and supply isn’t keeping pace. I will fight for more housing with a strong focus on affordability, while also ensuring landlords properly maintain their buildings and tenants' rights are protected.

Housing

I will fight to make health care affordable, accessible, and accountable to patients. That starts with defending and strengthening Medicaid, protecting New Yorkers from federal cuts, and investing in primary care, which New York’s own health planning framework identifies as essential to improving outcomes and reducing inequality.&nbsp; The New York Health Act is the best long-term solution to health care, and I will join as a co-sponsor. New York faces persistent primary-care underinvestment and workforce strain despite enormous overall health spending, which is exactly why the state has to focus on access, prevention, and affordability. The health care system in New York remains broken, but we know how to fix it. We just need legislators with the experience and the will to get it done. I bring a unique understanding of health care to this race, along with singular first-hand experience. Before my community activism, I worked in tax-exempt healthcare finance. When Beth Israel was on the brink, I joined the Save Beth Israel and New York Eye &amp; Ear Campaign and led the Financial Services Workgroup. We produced two major reports — one<a href="https://drive.google.com/file/d/1sSD0p2FO07k8_u-rpddFU25jxw0joGx7/view"> valuing the property at up to $1 billion</a> depending on zoning, and another<a href="https://drive.google.com/file/d/1Us-UBLHdukPnuHSD2jRPnqjmyRgj7zLf/view"> detailing Mount Sinai’s systematic dismantling of Beth Israel</a>. When Mount Sinai seeks to monetize that property, I want to ensure that a portion of those proceeds supports healthcare downtown and affordable housing on that campus. Access to high-quality neighborhood care prevents health crises. I support stronger investment in community health centers, public hospitals, school-based care, and telehealth, including audio-only care where appropriate, so seniors, disabled New Yorkers, working parents, and low-income residents can get treatment without unnecessary barriers. New York Medicaid already covers multiple telehealth modalities, and the state must build on that to expand continuity of care, especially for mental health, chronic illness, and preventive services. Mental health and substance-use care are core health care. Every five hours, someone in New York City dies from an overdose. This is unacceptable. I support sustained state investment in harm reduction, treatment on demand, supportive housing, and a larger behavioral-health workforce. It is not enough to respond to crisis after crisis while leaving the system underfunded, understaffed, and fragmented. Healthcare freedom and access are essential to public health. I fought for the successful passage of Prop 1 and will stay in this fight. New York law firmly protects abortion rights and gender-affirming care, and the state has expanded shield-law protections for providers and patients against out-of-state investigations and penalties. I support continued action to safeguard abortion access, contraception, and gender-affirming care, and to make sure providers can practice safely in New York without political intimidation from hostile states. Successful health policy reduces disparities in the real world. That means targeting resources to underserved communities, addressing maternal and infant health, and recognizing that housing, nutrition, and environmental conditions shape health outcomes just as much as what happens in a clinic. My goal is straightforward: a health care system that is affordable, preventive, equitable, and there when people need it.

Health care is a human right. I will fight to ensure every New Yorker not only has health care, but can access the care and services they need to live their full lives. We must end health care discrimination and embrace true universal health care.
